Kimironko: Man electrocuted by an electric fence
Monday, September 30, 2019

An unidentified man died Monday morning after touching an electrified fence of a family home in Kimironko Sector, local officials have confirmed.

Angelique Uwinkindi, the Executive Secretary of Kimironko Sector in Gasabo District said the incident took place in Inyamibwa village, Bibare cell at around 11 a.m shortly after the morning downpour.

"The young man is among people who go around homes collecting unused metals to resell,” she said.

The body of the deceased was taken to hospital for autopsy while Rwanda Investigation Bureau (RIB) and Rwanda National Police (RNP) were at the scene within minutes.

The City of Kigali Master Plan prohibits specific suburbs from having fences that are not transparent, whether it’s for security reasons, aesthetics, privacy or prestige.

Eng. Fred Mugisha, the Director of Urban Planning and Construction at the City Hall, recently told The New Times that the structure and aesthetic of walls have something to do with the city as a whole.

"The proposed Master Plan designates that commercial areas are not to have walls so as to ease business operations. Some residential zones are also advised to have transparent fences as it would be a good addition to the look of the city,” he said.

Mugisha said that the standard is not to have fences around homes but if one insists, they are advised to install enclosures that are at least 50 per cent transparent, at least in some suburbs.
