Editor,

RE: "Survivors at ETO can seek reparation in Belgian courts” (The New Times, March 19). Indeed the Belgian government, as well as the UN, is responsible for the massacres that followed the departure of the Belgian peacekeepers.

This act however doesn’t surprise me looking at the history of Belgian involvement in the pogroms against the Tutsi population prior to the independence of Rwanda in 1962.

Belgian paratroopers oversaw the first genocide against the Tutsi and the ETO-Kicukiro incident should be seen in the context of that history.
