Rethink social security management

Before thinking of informal sector’s contribution to social security, RSSB and the law need to allow individual contributions to the scheme.

As of now, only employers (companies registered in Rwanda, Govt, etc.) can contribute for their employees. I noticed that Rwandans who work for international/private organizations (or for themselves) abroad cannot transfer their contributions to RSSB.

Secondly, RSSB will improve its management and services once there is competition in the sector and employees are free to choose where to transfer their contributions. New private social security companies will certainly push RSSB to move from this monopolistic behavior and start looking for innovative solutions to keep their market.
