How best to involve diaspora members

RE:"Rwandans in Diaspora commit to invest in Iterambere Fund” (The New Times, December 25).

Indeed a noble cause. But wouldn’t encouragement of ownership of property rights, especially via the capital markets route, be a more viable option here? This reminds me of the Mayflower signal: betterment of self leading up to betterment of the whole.

Children born to foreign based Africans shouldn’t be considered alien; the attendant tax treatment of capital proceeds from their investments should be treated favorable in line with their parents’ country of origin.

This would go a long way in encouraging junior savings funds being re-shored and invested locally.
