Cabinet on Tuesday approved a ministerial order establishing the Rwanda Polytechnic Higher Learning Institution, under which technical colleges will operate, in what is seen as an effort to boost efficiency in the sub-sector.

The order will see all the current Integrated Polytechnic Regional Centres (IPRCs) operate under the institution in reforms that are akin to those carried out leading to the creation of the University of Rwanda.

The current IPRCs were designated under the ministerial order as constituent colleges, according to the cabinet minutes signed by the Minister in charge of Cabinet Affairs, Solange Kayisire.

The colleges are; College of Kigali, College of Ngoma, College of Karongi, College of Huye, College of Tumba, College of Musanze, College of Gishari and College of Kitabi.

Meanwhile the same meeting, which was chaired by President Paul Kagame, also approved a Concession Agreement between the Government of Rwanda and Rwanda Energy Group (REG) to operate, manage and maintain eight power plants across the country.

These plants are; Nyabarongo power plant, Jabana I Thermal Power Plant, Mukungwa I Hydro Power Plant, Ntaruka Hydro Power Plant, Nshili Micro Hydro Power Plan, Nyabahanga Micro Hydro Power Plant and Gatsata Thermal Power Plant.

The same meeting also approved several policies, including one on the creation of Kigali International Financial Center (KIFC) and one on Made in Rwanda and its Implementation plan.

The other policy document that was approved by the meeting was the financial sustainability model of the Community-Based Health Insurance (CBHI), popularly known as Mutuelle de Santé.

A post cabinet meeting is due to take place to elucidate more on some of the decisions approved by the cabinet meeting.
