Why KVCS should waive some penalties

This is all and good but let KVCS also explain the fines they charge customers for non-payment. A good number of non-payment cases is due to the unavailability of their own agents when one needs to pay, and fraud by the agents.

Editor,

RE: "MTN, KVCS sign deal to facilitate e-payment of parking fees in Kigali” (The New Times, November 18).

This is all and good but let KVCS also explain the fines they charge customers for non-payment. A good number of non-payment cases is due to the unavailability of their own agents when one needs to pay, and fraud by the agents.

I realised a bit too late that the manual system was open to fraud. For one to register payment, he had to receive the two receipts for payment. If a consumer was not discerning enough, one paid but the agent would not give you the second receipt (something KVCS never informed consumers to be aware of) and, as a result, it registers non-payments.

I think that KVCS should waive the penalties charged to consumers due to the inefficient manual system that was in place.
