City executive secretary Sagashya fired

The council of the City of Kigali on Tuesday terminated the contract of city Executive Secretary, Didier Sagashya, over among other offenses, insubordination. Sagashya has been into the job for just months, having been hired at the beginning of the year. The development was confirmed Wednesday by the Chairperson of the council, Anastase Rutabingwa in a telephone interview.

The council of the City of Kigali on Tuesday terminated the contract of city Executive Secretary, Didier Sagashya, over among other offenses, insubordination.

Sagashya has been into the job for just months, having been hired at the beginning of the year.

The development was confirmed Wednesday by the Chairperson of the council, Anastase Rutabingwa in a telephone interview.

According to Rutabingwa, Sagashya also had his contract terminated over what he called blackmail.

"He was asked by his superiors to investigate an incident within city precincts where some individuals said to be city employees broke into another employee’s office and destroyed an unspecified amount of documents;

"Instead of embarking on getting to the bottom of this incident of great concern, he said he would not and even added he would rather resign, which we found bordered on blackmail,” Rutabingwa.

Rutabingwa said that when further prodded, Sagashya had told his superiors that he ordered for the documents to be destroyed.

At his level as one of the top leaders, ordering such with no clear justification is enough to arouse all sorts of suspicions which calls for further probing; it could be a corruption cover up or anything,” said Rutabingwa.

Meanwhile, Sagashya was when contacted, adamant to give any statement on the developments, saying; "Let’s not talk about that matter,” before quickly hunging up.

Before he was hired at the city on an open-ended contract, Sagashya was the Director General of Rwanda Housing Authority and before then worked at the former Rwanda Natural Resources Authority, where he was Director General in charge of Lands.
