I have a concern on an affordable house definition. An affordable house in Kigali is not necessarily as the one in Kirehe District, and an affordable house in Nyarutarama is not the same as the one in Busanza.

I have a concern on an affordable house definition. An affordable house in Kigali is not necessarily as the one in Kirehe District, and an affordable house in Nyarutarama is not the same as the one in Busanza.

This law has many aspects of double taxation.

First, we can only sell what we have built (in case of property). As far as I know, construction materials are not duty free and Government collects VAT on top of that. Secondly, every year landlords pay a certain tax levy to Government.

I would like to remind people who are drafting this law that once a property is mortgaged to the bank, it becomes bank’s asset. In this case, the bank should pay taxes.

So think about inherent risks and impacts on borrowers before you pass the law, please. Jean-Marie
