Investigate wolfram exporters

Congratulations to the Police on their interception of stolen minerals. At Rutongo Mines we intercept an average of 15 to 20 tonnes of stolen minerals which are untagged, no taxes being paid, and the minerals are usually being transported to Kigali.

Congratulations to the Police on their interception of stolen minerals. At Rutongo Mines we intercept an average of 15 to 20 tonnes of stolen minerals which are untagged, no taxes being paid, and the minerals are usually being transported to Kigali. Where this tagging taking place is as the material is cannot be exported without tags? There are only a few wolfram exporters which I believe can be investigated and audited to establish the forces behind export of stolen minerals
