Resolutions of the 14th National Leadership Retreat

From February 25 to March 2, the top leaders converged for the 14th edition of the National Leadership Retreat at RDF Combat Training Centre-Gabiro. Opening the retreat, President Paul Kagame reminded the leaders of the value of retreat and challenged them to have a clear mindset and work beyond expectations to continue sustaining national development.

From February 25 to March 2, the top leaders converged for the 14th edition of the National Leadership Retreat at RDF Combat Training Centre-Gabiro. Opening the retreat, President Paul Kagame reminded the leaders of the value of retreat and challenged them to have a clear mindset and work beyond expectations to continue sustaining national development.

The President challenged the leaders and the citizens in general to match their ambition to develop the nation "with what we do; adopting a sense of urgency and working hard and consciously as a team in order to achieve our goals.”

During the retreat, the following presentations were delivered:

• Presentation on implementation status of 13th National Leadership Retreat Resolutions;• Presentation on implementation status of Vision 2020;• Achievements by MDAs, challenges and strategies to fast-track development;• Improving Service Delivery;• Group work sessions were held in order to assess deeply key issues and devise strategies to improve performance. These strategies will be considered in the implementation of the NLR resolutions.

After discussion, the following resolutions were taken:1. Vision 2020Put in place strategies to fast-track implementation of lagging-behind programmes of the Vision 2020 by including them in the performance contracts (Imihigo) of every relevant entity with regular joint monitoring.2. Communication LinkageImprove coordination, collaboration and communication between all institutions of central government and local government  for effective delivery of all national programmes.3. Public ContractsStreamline drafting and management of contracts between the Government and private operators, hold accountable those responsible for causing losses to government, finalise recovery of embezzled funds from those found guilty and prosecute unapprehended suspects.4. Electricity ConsumptionDevise strategies to increase consumption  of unused electricity and increase access to  electricity, starting with factories, schools, hospitals and other pulic places.5. Clean Cooking EnergySensitise Rwandans and set up sound mechanisms for them to use gas and other modern environmentally-friendly energy sources for cooking in households as well as  in schools, prisons and other big institutions.6. Made-in-RwandaContinue to boost local industries in a bid to reduce imports and increase exports and promote Made-in-Rwanda products especially by easing the procurement process.7. Food SecurityDevelop and implement a specific strategy aimed at increasing productivity to ensure food security, building a strong seeds system and boost export of animal and agricultural products.8. Affordable HousingFast-track implementation of long-term savings and affordable housing programme.9. Managing WasteAccelerate implementation of effective waste management programme in the City of Kigali and in the six secondary cities of the country.10. Secondary CitiesPromote activities to develop secondary cities and, where possible, headquarters of public organs and institutions to be relocated there.11. Djibouti LandExpedite the process to exploit the plot of land that the Government of Djibouti donated to the Government of Rwanda. 12. Cashless EconomyExpedite implementation of cashless payment, especially in public institutions.13. Service DeliveryImprove service delivery in public institutions and increase the number of Rwanda Online Services basing on indicators from competent organs.14. Mutuelle de SantéSet up strategies to strengthen the community-based health insurance scheme, Mutuelle de Sante.15. Medical RetentionDevelop mechanisms to motivate and retain medical and health practitioners in public health facilities across the country.16. Health FacilitiesImprove service delivery in public health facilities, private health facilities and health insurance companies.17. Medical TrainingDevelop mechanisms to efficiently use medical specialists of University Teaching Hospitals in teaching medical students in order to improve the quality of medical education.18. Quality of EducationImprove quality of education at all levels, especially by improving the quality of teachers, infrastructure and equipment, by conducting regular inspections, and by promoting Science, Technology, Engineering and Mathematics (STEM).19. SACCOSRwanda Cooperative Agency (RCA) to monitor and resolve issues which arise in management of cooperatives and take other necessary measures to promote them.20. Legal PracticeThe Institute of Legal Practice and Development (ILPD) and other schools of law have to focus on teaching specialised courses in order to produce more specialised lawyers in different domains.21. DigitisationAll public institutions are required to work with IOS Company in order to address all issues related to digitalisation of services.22. Moral Values, GBVDevelop strategies to promote family moral authority and to prevent and fight against gender-based violence and eradicate violence against children.23. NetworksFast-track penetration of communication network across the country and use it profitably.24. Foreign AffairsEstablish and implement special statutes governing employees of the Ministry of Foreign Affairs and Cooperation.25. DependencyPut in place mechanisms to change the dependency mindset-linking social protection benefits with Ubudehe categories.26. TourismIncrease investments in tourism products diversification, especially targeting high-end customers (gorilla tourism) and revisiting tourism prices.
