The office of the Prime Minister and the Ministry of Public Service and Labour will redesign mandates of ministries that were significantly affected by the recent Cabinet reshuffle, which saw some of portfolios merged, while others were scrapped.

The Ministry of Internal Security was among those scrapped, with most of its functions expected to go the Ministry of Justice, while the Ministry for EAC affairs was merged with the Ministry of Trade and Industry.

The position of the State Minister in charge of Mining was also scrapped, while Local Government ministry received a new state minister in charge of socio-economic development.

Speaking to The New Times, Judith Uwizeye, the minister for public service and labour, said the redesign of responsibilities of the institutions will be done through prime ministerial orders and organisational structures.

About 60 civil servants in the affected ministries are likely to be affected although Uwizeye said they can always be absorbed into other public institutions.

The recent reshuffle followed changes to the Ministry of Justice, which saw the investigative arm of the Police, the Criminal Investigation Department (CID), transferred to the justice docket.

CID, formerly under Rwanda National Police (RNP), was incorporated into a new body, the Rwanda Investigation Bureau (RIB), to help sort out overlapping functions in Police, according to officials.

The Bureau will specifically be in charge of crime intelligence, which will look at the trends of crime, criminal investigations, judicial police which normally handles filed cases and transfers them to the prosecution and the capacity of getting necessary information and treat it accordingly.
