I think most of the issues mentioned by this reader should have been addressed through the electronic biding system, otherwise it wouldn’t make any sense.

About contract follow-up, I would say that a contract badly designed can only be followed up in the same quality.

A good professional contracting will have closed those loopholes, and this is enough business for banks actually, who have neglected that market, but seems rather to work very reactive, and passive.
