I do appreciate the move by the Rwandan authorities though the investigation has come a bit late. However, much will be saved if regional buses are stopped from operating.
The bus conductors and drivers should also be investigated for being directly linked to this illegal business. On several occasions, travellers have lost their luggage on the way and have not given any explanation by the bus management.
They (bus conductors and drivers) are even alleged to charge extra fares from passengers found on different stations and the same bus management has been adamant to take action on this issue.
