RE: "Why does the rain continue to beat us the same way?” (The New Times, May 8).

Natural calamities happen every day and everywhere on planet. Asia for example is prone to more risks of earthquakes and floods than many parts of Africa. However, it should be a risk beyond human foresight.

Risks that we can avoid should not be allowed to bring havoc into our societies. Rwanda is a hilly country, therefore there is need to relocate all people who have established a permanent settlement in wetlands and swamps at any cost. Also grow trees and plants that cattle can feed on in these areas.

People shouldn't build without building permits. Drainage systems should be built. Areas like Nyabugogo should be given enough trenches to pour water to its nearby river. The Kigali Master Plan should be implemented on daily basis.
