KVCS should stop victimising motorists

Editor, I would like to register a complaint of the injustice I have suffered at the hands of the parking agents from Kigali Veterans’ Cooperative Society (KVCS) who are responsible for collecting money from those that park at the different designated public parking spaces in the city.

I would like to register a complaint of the injustice I have suffered at the hands of the parking agents from Kigali Veterans’ Cooperative Society (KVCS) who are responsible for collecting money from those that park at the different designated public parking spaces in the city.

Not once, but twice within a space of 12 months I have been stopped by police telling me that I defaulted on parking fees (it is Rwf100 an hour) and the biggest amount on which I ‘defaulted’ was Rwf200.

The consequence of this is a fine of Rwf10,000, not to mention the inconvenience that comes with paying at the bank and having to queue up at the Traffic Police headquarters to pick up your documents.

A reader would say that well, you probably did not want to pay for the tickets but this is not the case!

On the two occasions – which I vividly recall – I have parked, went for a meeting and by the time I got out of the meeting, I could not find the agent – and yes, as a responsible citizen, I took the pain to look for this agent on these two occasions and only drove off when I could not find who to pay to.

I think this unfairness must be addressed by the authorities concerned and I believe it is not only me who has fallen victim but many out there.
