From 2010 till 2015, the Belgian Common TVET Support Program, also called (Programme d’Appui à la Formation Professionnelle - PAFP) has been working closely with its government partners, the Rwandan Workforce Development Agency (WDA) and the Integrated Polytechnic regional Center (IPRC) of the Southern Province, to improve the quality of TVET, in particular to create employment opportunities for the rural poor.

According to the Director of Intervention of PAFP, Gedeon RUDAHUNGA, the program originated from three Belgian technical and financial partners: the Belgian Development Agency (BTC), the Flemish Organization for Technical Assistance (VVOB), and the Association for Promotion of Education and Training Abroad (APEFE) who all have one common donor;the Belgian Development Cooperation.

"The three Belgian players have come together working in TVET in one common program, sharing their financial, human and material resources. PAFP is co-managed with the Rwandan governmental partners." says Gideon.
