Senior public servants tipped on performance

Senior managers from 14 public institutions yesterday trained in performance improvement and assessment. The training was organised by Rwanda Management Institute (RMI) in partnership with Usaid-funded Human and Institutional Capacity Development Project in Rwanda (HICD/R).

Senior managers from 14 public institutions yesterday trained in performance improvement and assessment.

The training was organised by Rwanda Management Institute (RMI) in partnership with Usaid-funded Human and Institutional Capacity Development Project in Rwanda (HICD/R).

It aimed at helping participants assess performance basing on factual and measurable approach in order to institutionalise performance improvement approaches within the Government.

Anna Mugabo, the director general for labour and employment at the Ministry of Public service and Labour, said the course will enable participants to achieve desired results.

"This will equip managers with enough skills and knowledge. It will help to assess how they deliver on their performance contracts basing on factual and measurable results,” she said.

Wellars Gasamagera, the director general for Rwanda Management Institute, said the course will help improve efficiency of senior managers at different levels.

"As RMI we focus more on human resource management as it is the basis for the growth of any institution. Output of workers is gauged through the management of performance contracts.

This course will enable participants to adopt factual-based performance improvement approach,” Gasamagera explained.

Dr Daniel Ufitikirezi, the director general of Rwanda Social Security Board (RSSB), said the training will help both employees and employers achieve their targets.

"It is necessary for the employee to have a better understanding of their job description. It is also important for the employer to understand how to gauge the performance of workers,” Ufitikirezi said.

The course will equip us with skills in preparing and implementating performance contracts and how to evaluate performance of staff and the institution in general without waiting for the annual assessment, Dr Ufitikirezi added.

The Performance Improvement approach is a model designed by Usaid to support systemic improved performance in its partner institutions with practical methodologies and tools to clarify and fulfill their mandates, and to provide the highest level of service to constituents and stakeholders.

By providing training and hands-on learning opportunities for both senior executives and line managers, the curriculum is expected to raise awareness of tools and processes that move beyond capacity development to achieve evidence-based performance improvement.
