Refer to Nathan Gashayija’s article, "Importance of One Stop Border Post facilities in EAC integration” (The New Times, January 12).

If I am to relate it with Walt Whitman Rostow (an economist and political theorist who served as Special Assistant for National Security Affairs to U.S. President Lyndon B. Johnson in 1966–69)’s views on stages of development for a country, I would say we are at the second stage of development; which is preconditions to take off where we witness enormous transition from the tradition stage.

This may not happen in one year—it might actually take years to kick-start to another stage.

Kudos to the Ministry of East African Community Affairs; this is an indication that we are headed somewhere even if the changes will not appear drastic or be visible in the shortest time.
