The youth are from dthe City of Kigali and Northern and Western provinces.
Kaboneka said while the country has had a tragic past that undermined the culture of oneness and hard work that characterised Rwandans, it is time to unite and work hard for common good.
The youth must own the process and be instruments of change, he said at the 10-day training organised by the Ministry of Youth and ICT in collaboration with National Itorero Commission.
"Rwandan culture and that of other Africans was eroded by civilisation and colonialism and we couldn’t achieve what could be achieved. Itorero is where Rwandans used to learn many things, we are the ones to rejuvenate this,” the minister said.
The training was organised under the theme; "We choose to be the foundation and pillar of development.”
The Permanent Secretary at the Ministry of Youth and ICT, Rosemary Mbabazi, said participants will be empowered to act as change agents in communities.
"The government chose to empower young people as the future of our country,” Mbabazi said.
