Kagame appoints Kabarebe Minister of State for Foreign Affairs

President Paul Kagame on Wednesday, September 27, made several appointments.

Gen (Rtd) James Kabarebe is Rwanda's new Minister of State for Foreign Affairs in charge of Regional Cooperation. He replaces Manasseh Nshuti who was appointed as senior advisor in the President's Office in charge of special assignments.

Kabarebe, a retired four-star General (retired in August), previously served as Minister of Defence, and Chief of Defence Staff of RDF, and was also the Senior Presidential Advisor on Defence and Security.

Francis Gatare was appointed as chief executive officer of the Rwanda Development Board (RDB), where he replaces Clare Akamanzi.

In 2017, Akamanzi took over the same position from Gatare who had served since 2014 before being appointed CEO of Rwanda Mines, Petroleum and Gas Board (RMB).

Gatare was appointed Senior Economic Advisor in the President’s Office in 2021.

Yvonne Umulisa was appointed as Permanent Secretary in the office of the Prime Minister.

Umulisa, was previously serving as Permanent Secretary at the Ministry of Public Investments and Privatization, before it was dissolved in August.

Other appointments are Alphonse Rukaburandekwe who is the new Director General of the Rwanda Housing Authority (RHA), and Bonny Musefano, the First Counsellor at the Rwandan Embassy in Tokyo, Japan.
