Higher Education Guide 2014
The Government of Rwanda established the Higher Education Council (HEC), to oversee strategic planning for the higher education sector. HEC was established by the Ministry of Education under the Law No 72/03 of 28/04/2006 with the primary mission of maintaining quality assurance in the provision of higher education.

The Government of Rwanda established the Higher Education Council (HEC), to oversee strategic planning for the higher education sector. HEC was established by the Ministry of Education under the Law No 72/03 of 28/04/2006 with the primary mission of maintaining quality assurance in the provision of higher education.
This therefore gives HEC the mandate of ensuring that education offered in these institutions and universities produces human resource capable of competing favorably on the national, regional and international labour market.
