A receipt rarely has a long life. It travels from a shop counter to a pocket, perhaps survives a trip home, then disappears among the small things we no longer need.
For Pie Ntwari, asking for one has proved far more valuable.
The Kigali resident recently won a KIA Sorento through TengaPromo, turning a habit built around everyday purchases into a set of car keys. On September 24, he received the vehicle at Camp Kigali during the Gen-Z Comedy Show, becoming the 10th car winner since the promotion began giving away vehicles in October 2025. Even then, the news had yet to sink in.
"This is extraordinary. I can’t believe that it happened to me right now, but maybe after a week I will start believing it,” he said.
His road to that moment began around 2015, with a Rwanda Television advert. Its message was straightforward: when customers fail to request Electronic Billing Machine (EBM) receipts, they can leave room for tax evasion and deprive the country of revenue.
Ntwari took the message seriously. Whether he was buying fuel, bread or milk, he began asking for a receipt. The size of the purchase did not matter. Long before a car was on offer, he understood the receipt as a small link between what he spent and what the country could collect through TENGAMARA na TVA and Years later, that routine found a new outlet.
In July 2025, TENGAMARA na TVA was revamped and relaunched by the Rwanda Revenue Authority (RRA) in partnership with QT Global Software Ltd and AMBI Tech Ltd. The programme gives consumers a financial incentive to request EBM invoices, with eligible consumers receiving a reward equivalent to 10 per cent of the VAT paid on qualifying EBM invoices.

The 10 per cent VAT reward is sent to consumers through their eNoti wallet. eNoti is also where rewards and TengaPromo cash prizes are received, with consumers able to access the service through USSD *562# and on their eNoti app.
TengaPromo adds another opportunity for consumers who regularly request EBM invoices. By requesting EBM invoices, registered consumers accumulate points that can be used to enter draws for cash prizes, motorcycles, cars and land.
For Ntwari, the points opened a door. He chose to aim for the larger prizes. "I took all the points I had and said, ‘Let me play all of these points.’ Then I played for only two things, land and a car. So today, I got the chance and won a car.”
For Ntwari, the win was a reminder that a simple habit can create an opportunity to benefit while contributing to the country’s development.
"I’m not the one who requests for EBM receipts more than others in the country. But it is a chance everyone can get through trying,” he said.
A car naturally commands attention. The quieter rewards, however, explain why consumers might keep asking for receipts long after a prize handover is over. Ntwari says he receives his 10 per cent cash back every three-month periods through the VAT reward scheme. Those payments offer a more regular benefit alongside the possibility of winning a major prize.
Victoria Batamuriza, who works in finance at AMBI Tech, said the wider aim is to remind consumers that their role in Rwanda’s development can begin at the shop counter.
"We take this as reminding Rwandans of their role in the development of a country through requesting EBM receipts,” she said.
That is where the campaign connects a national ambition with an everyday decision. Tax collection can seem distant from the small transactions that fill a household’s week. Asking for an EBM invoice gives consumers a practical part in ensuring those transactions are recorded, while the rewards give them a reason to make it routine.
Consumers can register by dialling *562# using their registered phone number and following the instructions.

For Ntwari, the reward has grown well beyond anything he imagined when he first watched that television advert. Yet the idea that persuaded him to ask for receipts still matters.
"It is a very good thing to contribute to building your own country and then a country rewards you for that. It is amazing.”
He began with a simple request at the counter. Years later, it helped put him in the driver’s seat of a KIA Sorento.
