The Ministry of Justice has been given a new Permanent Secretary, while the Rwanda Food and Drugs Authority (Rwanda FDA) is set to get a new Director General following appointments approved by Cabinet on Friday, September 18.

Bibiane Umuzayire Burayobera was appointed Permanent Secretary at the Ministry of Justice, replacing Théophile Mbonera, who had served in the position since 2020.

Burayobera previously served as Vice Chairperson of the Rwanda Law Reform Commission (RLRC).

Her appointment comes alongside changes at the RLRC, with Parfait Izere appointed Vice Chairperson, while Marie Jeanne Munezero and Samuel Ngirinshuti were appointed commissioners.

At Rwanda FDA, Cabinet appointed Raymond Muganga as the new Director General. Muganga previously served as the head of the laboratory services department at Rwanda FDA.

Muganga's appointment comes as the authority faces a legal case involving its former Director General, Emile Bienvenue, who was among 13 people ordered into 30-day remand by Kicukiro Primary Court on September 3 over allegations linked to illicit alcoholic beverages. The case is ongoing.

Muganga is joined by other newly appointed officials at Rwanda FDA. Jean Pierre Munyampundu was appointed Head of the Food Department, while Monia Kabandana was appointed Head of Laboratory Services.

Elsewhere, Cabinet appointed Olivier Mushimire as Clerk of the Senate and Jean Pierre Rwagasana as Director General in charge of Corporate Services at the Ministry of Justice.

Charles Munyaneza was appointed Director General of the National Rehabilitation Service, while Chadia Ingabire was appointed Director General in charge of Corporate Services at the Ministry of Local Government.
