President Paul Kagame has appointed Brig. Gen. Innocent Munyengango as the new Chief Executive Officer of Aviation Travel and Logistics Holding Ltd (ATL), while Jules Muheto Ndenga has been named Chief Executive Officer of Rwanda Airport City (RAC).
The appointments, announced on Thursday, July 30, see Munyengango take over from Ndenga as the head of ATL, the government's aviation investment holding company, while Ndenga takes over the leadership of Rwanda Airport City.
Munyengango brings more than 35 years of service in the Rwanda Defence Force (RDF) and nearly three decades of leadership experience in personnel management, logistics, military instruction, and operational and strategic planning.
Prior to his appointment, he served as Commander of the Logistics Brigade at the Ministry of Defence (MINADEF), a position he has held since 2023, where he oversaw the RDF's supply, transport, and maintenance.
Over the course of his military career, he has also served as the Defence and Military Spokesperson, among other senior command positions.
He holds a Master of Science in National Security Strategy from the National Defence University/National War College in Washington, D.C., United States, and a Master of Arts in International Affairs from the Legon Centre for International Affairs and Diplomacy (LECIAD) at the University of Ghana.
Ndenga, 57, assumes leadership of Rwanda Airport City after serving as Chief Executive Officer of ATL since 2024.
Before his substantive appointment as ATL Chief Executive Officer, he served as the institution's interim CEO from 2017 to 2024. He had earlier been appointed Chief Corporate Services Officer at the same institution in 2017.
Prior to joining ATL's senior leadership, Ndenga served as Coordinator of the Single Project Implementation Unit at the Ministry of Infrastructure, where he oversaw the implementation of major public infrastructure projects.
He holds a Master of Science in Construction Management from the School of Civil Engineering at the University of Birmingham in the United Kingdom.
ATL oversees five subsidiaries that are central to Rwanda's ambition of positioning itself as a regional hub for aviation, tourism, cargo and logistics.
The subsidiaries are RwandAir, the national carrier; Rwanda Airports Company, which manages the country's airports; Akagera Aviation, which provides general aviation services and aviation training; Rwanda Tours and Events, the country's flagship tourism company; and Rwanda Links Logistics, a cargo and freight handling firm.
The leadership changes come as Rwanda continues to expand investment in aviation infrastructure and logistics services to support trade, tourism and regional connectivity.
Key projects being worked on currently include the proposed airport in Bugesera and the broader Rwanda Airport City project, which are expected to enhance the country's position as a regional transport and business hub.
