People who purchased homes in the Batsinda Phase II housing project may start moving into them in January 2027, according to the Rwanda Social Security Board (RSSB).

Construction of the 548-unit project marketed as Heza Estate could be completed in December, RSSB chief executive Regis Rugemanshuro told Members of Parliament on Friday, July 10.

RSSB officials appeared before the Public Accounts Committee (PAC) to provide explanations about issues highlighted in the 2024/25 report by the Office of the Auditor General.

Located in Kinyinya Sector of Gasabo District, the housing project was initially planned to be completed in 2016.

Rugemanshuro explained that it began in 2014 under contractual arrangements in which RSSB, acting on behalf of the government, had limited control over some terms and conditions.

"That was later changed, and now there is progress," he said.

According to Rugemanshuro, construction of the houses has reached 97 per cent, while supporting infrastructure, including roads, drainage systems, a wastewater treatment plant and street lighting, is at 70 per cent.

"We are working with the contractors to ensure everything is completed by December," he told lawmakers.

He added that 70 per cent of the houses have already been sold.

"By January, the people who bought the homes will be living in them," he said.

Heza Estate includes apartments and two- and three-bedroom townhouses, designed for middle-class working professionals, families and Rwandans in the diaspora.

Prices range from Rwf80 million to Rwf117 million for townhouses and Rwf101 million to Rwf111 million for apartments, with buyers able to access installment payment plans and mortgage financing through partner banks.

Heza Estate is planned as a fully integrated community with a nursery school, basketball and volleyball courts, landscaped gardens, family relaxation areas, and commercial spaces.
