The world today faces severe and complex challenges, and is rife with turmoil and upheaval.
Geopolitical tensions are intensifying. The law of the Jungle seriously undermines the international rule of Law. Unilateralism and hegemonism are prevalent, which posed a major challenge to authority of the United Nations – the most comprehensive and representative international organization. As some countries refuse to fulfill their responsibilities and obligations, most multilateral agendas are stagnant. Among them are great concerns for the world-response to climate-change and artificial intelligence governance.

Global economic fragmentation is exacerbating. With De-globalization and protectionism on the rise, economic and trade issues are being politicized, instrumentalized, and weaponized. Wanton measures such as decoupling and unilateral tariffs, are severely disrupting global economic order.

The implementation of UN 2030 Agenda for Sustainable Development has lagged far behind. The North-South divide is widening instead of narrowing.
Our world needs, more than ever, a more just and equitable global governance system.
As an answer to the call, China put forward the Global Governance Initiative (GGI) in 2025. By addressing the crux and root causes of crises and challenges, the initiative provides sound guidance for global governance system.
Built on five core concepts, GGI is a viable solution to global governance. First, sovereign equality, the premise of state-to-state relations. Second, the international rule of law. Global governance hinges on enforcing the purposes and principles of the UN Charter. Third, multilateralism, the principle of extensive consultation, joint contribution, and shared benefits. Fourth, a people-centered approach to enhance the sense of gain, security, and fulfillment among all peoples. Five, real actions, coordination and synergy of cooperation.
China is always a builder of world peace, a contributor to global development, a defender of the international order, and a provider of public goods. This is highly consistent with China’s commitment to implementation of GGI.
Advocating universal and common security, China firmly safeguards world peace within the framework of the UN. The Chinese approach is instrumental to addressing international flashpoints. China is also working with other countries to reinforce non-traditional security shields.
China promotes openness, cooperation, and common development, and contributes to building an open global economy. With higher-standard opening up and high-quality cooperation under such umbrellas like Belt and Road Initiative (BRI) and Forum on China-Africa Cooperation (FOCAC), China is bringing broader opportunities to the world.
China practices true multilateralism, resolutely upholding the authority and status of the UN. China supports the Global South to play a greater role by advancing cooperation of BRICS, Shanghai Cooperation Organization (SCO). China is a champion for exchanges and mutual learning among civilizations. 2026 was earmarked as the China-Africa Year of Cultural and People-to-People Exchanges. China is advancing artificial intelligence for good and for all, a good example of the public goods China has provided for the international community.
In his speech at the ceremony marking the 105th anniversary of the founding of the Communist Party of China (CPC), President Xi Jinping highlighted the implementation of the Global Development Initiative (GDI), Global Security Initiative (GSI), Global Civilization Initiative (GCI) and Global Governance Initiative (GGI). It’s relevant, as China’s global governance philosophy originates from the CPC’s global vision. Since its founding 105 years ago, the CPC has always taken as its mission the pursuit of progress for humanity and great harmony for the world. It is this mission that determines China’s noble goal in participating in global governance: to strive to turn the aspirations of the Chinese people and people of all countries for a better life into reality.

Rwanda boasts outstanding governance capacity, to which its level of development is largely attributable. President Paul Kagame’s initiative to establish the African School of Governance (ASG) demonstrates his profound vision for state governance. Both the CPC and the Rwandan Patriotic Front (RPF) uphold a people-centered philosophy of governance. The two sides have learned from each other over the years and hold enormous potential for cooperation in this field.
At this critical juncture in history, we bear the responsibility to act in global interest and plan for the benefit of future generations.
Let’s unite and act, and transform the blueprint of global governance into reality.
