Is only three children realistic?

In a bid to curb the rapid population growth in Rwanda, the government proposed that parents have a maximum of three children so that they could meet their basic education and health needs. The following are the different views of Rwandans on the issue.

“Yes I support the idea because it enables people to look after their families.  A small family would be easier to provide for as opposed to a large family.”
