Editor, MONUC’s chief military spokesman Lt. Col. Jean-Paul Dietrich on Thursday said that Capt. Karl Fuller, who made comments to the BBC about his perceived view that the Umoja Wetu joint military exercise was futile, was speaking on his own behalf and not on MONUC’s behalf.
