I thank Stephen Mugisha for shading light on the issue – I totally agree with him. But as he said, most of our universities are young and we need to appreciate the fact that at a young stage, you can’t have everything in place.
Even those public universities that you mentioned – with fairly better infrastructure – never started like that.
As an educationist, I personally don’t take physical infrastructure as a high priority though important, but rather having competent staff and learning resources in place.
