Congratulations to the new appointees and particularly Prof. Silas Lwakabamba. I believe without any doubt that he will deliver in the ministry of Infrastructure portfolio for he has walked this talk before.From Kigali Institute of Science and Technology (KIST) to National University of Rwanda (NUR), I think he has done a commendable job.
