Editor, I read in The New Times November, 11 that budget managers will be summoned soon by the Public Accounts Committees in relation to how public funds are used. I have been reading the Auditor General’s reports since 2007. Every time a report is released, it depicts a bad picture regarding how public funds are used especially in the districts. Many leaders responsible for the mess have been jailed. Though this is a positive development as the country tries to enforce the rule of law and instill a culture of accountability, clear mechanisms should be put in place to recover the stolen money. Arresting suspects is hardly a solution. You put them in jail and a few months later, they are back on the streets to invest what they stole. Emmanuel BirimoyesuKigali
