The move follow reports that residents of Gacurabwenge and Gisuna cells were not participating in the community work and activities organised by the local authorities.

When contacted, the area Executive Secretary, Jean Marie Vianney Gahano, said that it is wrong for some to participate and others not to.

“As authorities, we decided that whoever is found behaving in such a manner, will be questioned and fined Rwf5,000,” Gahano disclosed .

Jean Pierre Mbonimana, one of the residents said although he actively participates in Umuganda, he gets discouraged when some of his neighbours shun communal activities.

“I feel bad when we see some of our colleagues not on board as if they are special,” Mbonimana said.
