The decision by the government to increase the annual premiums for the community health insurance, commonly known as Mutuelle de Santé should be taken in good faith by all parties.
Since the introduction of the health insurance scheme, the Rwandan people from all walks of life have been able to access quality health care. More than 90 percent of the population are now insured, after realising how beneficial the scheme is.
However, as explained by the Minister of Health, the slight increment is aimed at making the programme more effective and ensuring that the beneficiaries have access to a wider variety and better services.
Some beneficiaries have raised complaints to the effect that they were not able to access certain medication because their coverage had limits. But, with the increment, the shortcomings will be addressed.
It is important to remember that health care is costly the world over. Indeed, increasing costs justify increase in premiums.
Nevertheless, the government, in raising the premiums, was mindful of income disparities among Mutuelle subscribers, and imposed the premiums according to the financial capabilities of the beneficiaries.
Considering the benefits that Mutuelle subscribers stand to gain, it is important that the new pricing is embraced so that the quality of health care that the Rwandan people have been accessing is not compromised.
