According to Assistant Commissioner of Police, (ACP) Sam Karemera, the Regional Police Commander of Eastern Province, those arrested were in most cases responsible for the criminal activities in the areas where they lived.
He cautioned their accomplices, including bar owners who are suspected accomplices.

Valerie Rubibi, the Executive Secretary of Kigabiro sector, where most of those arrested reside, noted that the consumption of the illicit alcohol and marijuana is the reason behind the rape and defilement cases in the area.

“Most of the rapes and defilement are a result of intoxication,” he said.

Asia Umuhoza, 18, one of the arrested suspects, in an interview, said that the network of those involved in drugs and prostitution is larger than the number arrested.
