Editor, I have been reading in your paper that the days of sham NGO’s are coming to an end. I would like to thank the Government of Rwanda for taking the lead in cracking down on such institutions. Being a post conflict society, many crooks see Rwanda as a potential money making project. They approach donors claiming that they are going to change the lives of people “suffering” only to satisfy their greed. I would be more than happy if a law is passed to heavily punish the people involved. Butare
