Agreed, there needs to be time to allow for people to repair vehicles and make adjustments.
However, the implementation should not take forever, under the guise of giving motorists the window to oblige, because air pollution is a time bomb that will explode anytime.
If you travel to other larger cities throughout Africa and Asia, the pollution from unregulated automobiles is astounding.
Recent studies in the West indicate that it is air pollution that is responsible for a large number of chronic illnesses, particularly among children. If you see thick clouds of black smoke coming from any vehicle, it is not because of dirty fuel, rather, the engine is worn, near the end of its life and needs rebuilding.
Throughout the world most cars manufactured after 1975 come with catalytic converters. If your car is less than 10 years old it is highly likely you already have one installed.
