President Paul Kagame in his capacity as the Commander-in-Chief of the Rwanda Defence Forces (RDF) recently offered Prime Holdings premises building in Kimihurura to house the new Officers Mess.
An officers mess is where senior army officers meet, dine, interact and hold their events and functions.
Initially the mess was located in Camp Kigali but caught fire about two months ago and was burnt to ashes.
“Before the mess in Camp Kigali got burnt, it was actually no longer an officers’ mess, we actually had plans of constructing one but the Commander-in-Chief offered us Prime Holdings for the meantime,” said the RDF Spokesman Maj. Jill Rutaremara.
Apparently, the premises between the Prime Minister’s Office and the Ministry of Defence were used as a public arena that hosted a number of events raging from conferences to wedding parties.
In the latest development the management of the building has contacted people who had made bookings earlier, some dating as far back as four months ago, making cancellations.
Some of the affected people had their functions this coming weekend, while others are crying foul saying the cancellation came a little bit late and they were not given time to seek alternative places.
One of those who had booked the place for a wedding reception but preferred to remain anonymous, accused the Prime Holdings management of breaching the agreement it had with its clients.
“If people have entered into a new business deal, all parties involved should be considered and any internal changes should ideally not affect the clients,” said the disgruntled client whose wedding was due this month.
Efforts to contact the manager of Prime Holdings Building, Claudine Masozera were futile by press time. Several attempts to call her were answered by someone who said her phone was charging.
