KCC bureaucracy affects infrastructural quality

Dear Editor, In a meeting held this week on Tuesday, the major of Kigali City had no kind words for worshipers who build substandard structures and call them churches. The memory of many who lost their lives in a church structure in the Western Province during the earthquake was due to the shoddy work when building many churches.

In a meeting held this week on Tuesday, the major of Kigali City had no kind words for worshipers who build substandard structures and call them churches. The memory of many who lost their lives in a church structure in the Western Province during the earthquake was due to the shoddy work when building many churches.

Anyone would understand her argument; however, I would like to point out that much as KKC demands quality work from those constructing houses, the KKC officials are the very reason shoddy structures are being put up because the issuance of documents needed to start construction are over delayed. This means that, one cannot dare to build a firm structure of which he has not been authorised. It is hard to imagine that there are churches that have failed to secure documents for as long a decade now.

Among the requirements needed for one to proceed with building include a building plan, a design, materials and methods of construction. The installation of lightening conductors is a prerequisite element in the construction of any church.

I appeal to KKC not to delay the process of issuing documents because it only makes people move backwards.
