Agriculture sector has been transformed

Editor, Reference is made to the article “New initiative could double agric output” (The New Times, February 10). Of particular interest is the information from the Civil Society Platform and yield information. I have had the opportunity to work in the agriculture sector for a long period of time in Rwanda. I have witnessed the improvements that have gradually been registered in the sector and how they have positively impacted the development landscape of our country and especially food availability and poverty reduction. Rwanda registered impressive growth in agriculture in the last 10 years of about 5% annually well above population growth of about 2.6%. This is attributed to the first generation reforms in the sector, especially in line with land consolidation, crop intensification, terracing, irrigation among others. While these reforms achieved the intended objectives to a certain level, it is observed that there is still room for further improvement. The sector is focusing on modernizing and transforming agriculture in the country. This has been carried out through continuing with the rolling out of the first generation reforms and at the same time introduction of the second generation reforms. It is envisaged that the second generation reforms will eventually increase productivity substantially. The second generation reforms focus is on improved accessibility of farm inputs and knowledge building The Ministry of Agriculture is already implementing second generation reforms in such areas as availing fertilizers and seeds with substantial success for example, in 2014 it resulted in about 6% growth in agriculture. The progress is very impressive; however, the workload ahead is still a lot. The government has already availed extension workers (agronomists and veterinary officers) down to the district and sector offices. In addition, the access to extension services by farmers have been improved with the implementation of the newly introduced Twigire extension system This will lead to further increase in productivity. Also of particular importance is sensitisation of the private sector to play an active role in agricultural development. There is a lot of opportunity in agriculture in such areas as agro-processing and markets. This, however, can only be optimised if the private sector invests in agriculture appropriately.
