RWAMAGANA – The Governor of Eastern Province Dr. Ephraim Kabaija, has warned District Councils in the province against condoning mistakes and inefficiency of local leaders, if districts are to develop.

While addressing members of the districts’ advisory council, the Governor noted that for development to be recorded the district advisors needed to be more vigilant.

“If you are to serve the people, you cannot afford to be passive,” Kabaija said. “ I have been unearthing irregularities and incidences of corruption, when some of you have been silent.” he said, citing examples of the cases he has helped uncover.

“The culture of silence end. This is what promotes corruption in our communities.”

Protais Murayira, the Mayor of Kirehe district, observed that councilors normally fail to take a firm stand against errant officers, for fear of spoiling personal friendships.

“Let us start working without fear or favor. The fear factor actually borders on irresponsibility, because in the long run, it affects the whole population,” Murayira said.
