Hoteliers signing contracts with government good news

Not so many months a go, the Rwanda Public Procurement Authority (RPPA), the Ministry of Finance, and the Chamber of Tourism in the Private Sector Federation, signed contracts between the government and Hoteliers for a partnership in hosting public employees while on special assignments.
This partnership is great. Rwanda is doing so well in opening up opportunities to businesses. However, the Ministry of Finance must help business people grow by paying in time.
Officials from the Ministry of Finance ought to know that no one can stay for months without being paid and you expect business to grow. For instance, Ministry of Finance get their salaries promptly but they are very slow at paying suppliers.
They are very slow in opening up budgets but very fast at closing budgets even sometimes two months in advance. As they delay payments, interests on loans pile up and business people are really suffering. The ministry must be more sensitive.
