A duty-free shop for every Rwandan

I wish to respond to Oscar Kabbatende’s article- “the forgotten civilian” that appeared in The New Times of June 12, reacting to a previous story where the Minister of Defence was quoted to have defended the Armed Forces Shop project before the Deputies.
What I can tell Oscar is that at the end of the day, every Rwandan, I think deserves a duty-free shop and this calls for a waiver of taxes! Simple.
