If putting on the smart cover headgears is a requirement in order to provide a good/healthy service, then I think it’s reasonable for passengers to incur the Rwf39/40 each head gear costs. After all, when the price of petrol increases, we still pay the extra amount charged even when it hurts.

Look at it as a service improvement. Question though, can these smart cover headgears be used more than once? If so, I would rather buy my own.
